TL;DR
The NDIS cleaning rate cap for house cleaning in Sydney is $60.10 per hour as of 1 July 2026, under Support Item 01_020_0120_1_1 in the NDIS Pricing Schedule 2026-27. This applies to weekday daytime cleaning delivered by a registered provider to NDIA-managed and plan-managed participants. Registered providers must charge at or below this cap. Most plan managers and support coordinators in Western Sydney find that 2 to 3 hours per week covers standard household cleaning support for participants with moderate functional impairment. Mercy Property Care is a registered NDIS provider operating across Parramatta, Blacktown, Penrith, and the Hills District.
The NDIS cleaning rate in Sydney changed on 1 July 2026, and if you are a plan manager, support coordinator, or participant trying to book or review a cleaning service agreement, the updated figure matters before you sign anything.
NDIS cleaning rates in Sydney follow the national NDIS Pricing Schedule, which is updated every July by the National Disability Insurance Agency. For 2026-27, the weekday daytime rate cap for house cleaning has been set at $60.10 per hour under Support Item 01_020_0120_1_1, described in the schedule as House Cleaning and Other Household Activities. This is the maximum a registered provider can charge to an NDIA-managed or plan-managed participant for standard household cleaning delivered on a weekday between 6am and 8pm.
If you are working with a participant in Parramatta, Blacktown, Penrith, Castle Hill, or anywhere across Western Sydney, knowing this figure upfront means you can check any quote, spot overcharging quickly, and set a realistic service scope before the first cleaner arrives.

A few things plan managers often ask about:
Registered providers must charge at or below the cap. They can choose to charge less. A provider quoting above $60.10 per hour for standard weekday daytime cleaning to a registered plan is not compliant with the pricing schedule.
Unregistered providers are not bound by the cap. If a participant is self-managed, they can use an unregistered cleaner at any agreed rate, but they take on more responsibility for verifying insurance, police checks, and service quality. The NDIS Code of Conduct still applies to unregistered providers, but the formal protections of registration do not.
The $60.10 figure is a weekday daytime maximum only. Evening, weekend, and public holiday cleaning rates are published separately in the pricing schedule and use different calculations. The only reliable way to confirm after-hours rates is to look them up directly in the current NDIS Pricing Arrangements document, not to apply a percentage to the weekday figure.
For participants in Parramatta and surrounding Western Sydney suburbs, Mercy Property Care charges within the published NDIS rate cap. All service agreements are provided in writing with the support item code, hourly rate, session length, and total cost clearly stated before any service starts. What does NDIS cleaning actually fund for participants in Sydney?
NDIS cleaning funding covers household tasks that a participant cannot safely or reliably complete because of their disability. It does not fund cleaning as a general home service.
The distinction matters at planning time. A support need that is described as "participant needs a cleaner" is far weaker than one that says "participant requires assistance with vacuuming, bathroom sanitation, and kitchen hygiene because reduced upper limb strength and fatigue prevent safe completion of these tasks independently." The second framing matches the language the NDIS uses to assess whether a support is reasonable and necessary.
What NDIS cleaning funding covers:
- Vacuuming and mopping of floors
- Bathroom and toilet cleaning
- Kitchen surfaces, sink, and appliance cleaning
- Dusting and surface wiping
- Laundry, including loading, unloading, and folding
- Bin emptying and general tidying
- Linen changes, where included in the service scope
What NDIS cleaning funding does not typically cover:
- Structural mould remediation
- Deep biohazard or pest contamination cleaning
- Hoarding-level clearance
- Damage repair or building maintenance tasks
- Garden or outdoor tasks (these fall under a separate support item)
If a participant has more complex needs, such as a history of repeated mould buildup related to their disability or hoarding behaviour linked to a diagnosed condition, a specialist provider and a separate service agreement with specific scope documentation may be appropriate. Mixing specialist remediation tasks into a standard household cleaning booking creates compliance problems and can result in claims being rejected.
A registered cleaner in Sydney, like Mercy Property Care, will document any higher-risk situation identified during a cleaning visit and discuss it with the plan manager or support coordinator before taking action, keeping the participant protected and the claim clean.
How should a plan manager set up an NDIS cleaning service agreement in Sydney?
A compliant NDIS cleaning service agreement for a Sydney participant needs to include the support item code, the agreed hourly rate at or below the NDIS cap, the planned session length, the frequency of visits, the specific tasks included in scope, and the start and end date of the agreement.
Plan managers working across Parramatta, Blacktown, and the Hills District often find that the following structure works for most participants with moderate support needs:
Support item: 01_020_0120_1_1 (House Cleaning and Other Household Activities) Frequency: Weekly or fortnightly, depending on the participant's functional level and living situation Session length: 2 to 3 hours per visit for a standard 2-bedroom property Rate: At or below $60.10 per hour (weekday daytime, national rate) Total weekly cost at standard rate: $120.20 for a 2-hour session, or $180.30 for a 3-hour session
These figures are a guide only. The actual session length should reflect what the participant genuinely needs to maintain a safe and functional home, not a round number that fits a budget. Under-scoping a cleaning service because of budget pressure can lead to deteriorating living conditions that create a larger support burden later.
A few things that strengthen a service agreement before it goes to a participant:
Written scope of tasks included. Not just "house cleaning" but a list of what is done in each room, in what order, and with what frequency. This protects the participant if the provider changes staff, and it gives the plan manager a reference point if the participant reports the service has dropped in quality.
Evidence of provider compliance. Before signing a service agreement with any new NDIS cleaning provider in Sydney, request their NDIS registration certificate, their public liability insurance certificate, and confirmation that all staff hold current NDIS Worker Screening clearances. Mercy Property Care holds all three and provides them on request.
Infection control documentation. The NDIS Practice Standards require registered providers to have documented infection control procedures. For cleaning providers, this means a written protocol for how staff approach cross-contamination prevention, product use, and hygiene in participants' homes. This is particularly relevant during flu season and for participants with respiratory conditions or compromised immunity. For more on infection control standards for cleaning providers, see the office cleaning infection control guide.
What should participants in Western Sydney look for in a registered NDIS cleaner?
A registered NDIS cleaner in Western Sydney should be able to confirm five things before the first session: NDIS registration number, current public liability insurance, NDIS Worker Screening clearances for all staff, a written scope of work, and the specific support item code they will be billing under.
Beyond the compliance basics, the qualities that matter most in day-to-day practice are consistency and communication.
Consistency means the same staff member on the same participant's home, week after week. For many NDIS participants, especially those with autism, anxiety-related conditions, or cognitive impairments, a familiar face and a predictable routine are not a preference but a functional need. A cleaning provider with high staff turnover creates disruption that a participant should not have to manage.
Communication means the provider contacts the plan manager or support coordinator, not just the participant, when something changes, such as a rescheduled session, a cleaning issue identified in the home, or a staff change. A provider who only deals directly with the participant and leaves the plan manager out of the loop creates administrative problems and can put the participant in a position of having to manage logistics they may not have the capacity for.
Mercy Property Care operates across Parramatta, Blacktown, Penrith, Toongabbie, Castle Hill, and the Hills District with consistent staff, written service records after every visit, and direct communication to plan managers on any changes. The team is led by Priyanka Kumar, whose name appears in over 30% of the business's 100-plus five-star Google reviews, which reflects a level of personal accountability that plan managers notice when they call for references.

Frequently Asked Questions
Q: What is the NDIS cleaning rate cap in Sydney for 2026-27?
A: The maximum rate a registered NDIS provider can charge for house cleaning in Sydney for the 2026-27 period is $60.10 per hour. This applies to weekday daytime cleaning, generally defined as Monday to Friday between 6am and 8pm, under Support Item 01_020_0120_1_1 in the NDIS Pricing Schedule. Rates for evenings, weekends, and public holidays are higher and must be confirmed in the current pricing schedule before being included in a service agreement.
Q: What support item code covers NDIS cleaning in Sydney?
A: Standard house cleaning and household tasks are funded under Support Item 01_020_0120_1_1, described in the NDIS Pricing Schedule as House Cleaning and Other Household Activities. This falls within Core Supports, under the Assistance with Daily Life budget. The support item must appear clearly on any invoice or service agreement for a claim to be processed correctly by the NDIA or a plan manager.
Q: Can a plan manager book an NDIS cleaner directly in Western Sydney?
A: Yes. Plan managers can identify and book a registered NDIS cleaning provider on behalf of a participant, and a compliant service agreement can be set up without the participant needing to manage the administrative process. The service agreement should include the support item, rate, session frequency, task scope, and provider details. Mercy Property Care works regularly with plan managers and support coordinators across Western Sydney and can supply a compliant service agreement template and all registration documentation within 24 hours of a request.
Q: What happens if an NDIS cleaner charges above the rate cap?
A: If a registered provider charges above the NDIS rate cap for a supported participant, the claim can be disputed and rejected by the NDIA. For plan-managed participants, the plan manager should flag any invoice exceeding the cap and request a corrected invoice before processing. Overcharging by a registered provider is also a compliance matter that can be reported to the NDIS Quality and Safeguards Commission. Unregistered providers are not subject to the cap but self-managed participants take on more responsibility for verifying rates and compliance.
Q: How do I find a registered NDIS cleaner near Parramatta or in Western Sydney?
A: Search the NDIS Provider Finder on the NDIS website using your participant's postcode and the support category Assistance with Daily Life. Registered providers in the Western Sydney area including Parramatta, Blacktown, Penrith, and the Hills District will appear in results. Mercy Property Care is registered and operates across all of Western Sydney. Call 1300 973 856 or visit the commercial cleaning services page for availability and to request a service agreement.
