If you manage NDIS funding for yourself or a family member, you have probably wondered at some point whether your cleaner is actually doing what they are supposed to. Maybe the bathroom was skipped. Maybe the kitchen bench was wiped but the stovetop was not. Or maybe you are a support coordinator trying to work out what "household tasks" actually covers under a participant's plan. These are fair questions, and they matter — because under the NDIS Practice Standards, cleaning support has defined obligations that registered providers must meet. This article breaks down exactly what NDIS cleaning must include in Sydney, what it does not cover, and how to make sure a participant's rights are protected.
Key Insights
- NDIS cleaning falls under the Daily Activities support category, line item 01_011_0120_1_1 (Domestic Assistance)
- Registered NDIS cleaning providers must comply with the NDIS Practice Standards and the NDIS Quality and Safeguards Commission framework
- Cleaning services must match what is documented in the participant's support plan and service agreement
- Unregistered providers can be used by self-managed and plan-managed participants only
- NDIS cleaning does not cover garden maintenance, personal care, or structural repairs
What the NDIS Practice Standards Say About Cleaning
The NDIS Practice Standards set out what registered providers must deliver across all support types. For household cleaning, the relevant standard sits under the Core Module, specifically the Daily Activities domain. Under this framework, a provider must deliver cleaning services that reflect what is outlined in the participant's support plan and agreed in writing through a service agreement.
In plain terms: if the support plan says weekly kitchen and bathroom cleaning, the provider cannot substitute that with a quick vacuum and call it done. Every visit needs to be documented, and the service delivered must match what the participant agreed to and paid for through their plan funding.
The NDIS Quality and Safeguards Commission can investigate complaints if a registered provider fails to meet these standards. Participants and their nominees have the right to raise concerns and request a review of services at any time.
What NDIS Cleaning Must Include, Room by Room
Here is what a properly delivered NDIS domestic assistance clean should cover, based on standard service agreements across Sydney providers:
Kitchen
Wipe down all bench surfaces, stovetop and splashback. Clean the exterior of the microwave, oven and fridge. Empty the bin. Mop or vacuum the floor. Wash dishes if included in the service agreement.
Bathroom and Toilet
Scrub the toilet bowl, cistern and seat. Clean the basin, tap fittings and mirror. Wipe down the shower or bath recess including the screen or curtain. Mop the floor. Replace towels if the participant has set them out.
Living Areas and Bedrooms
Vacuum carpets and rugs. Dust surfaces including shelves, skirting boards and ceiling fans where accessible. Wipe windowsills. Clean glass doors and windows where reached safely from the floor.
Laundry
Wash, dry and fold laundry if included in the service agreement. Wipe down the machine exterior. Keep the laundry area tidy between visits.
The frequency of each task, weekly, fortnightly, or monthly, depends on what is written into the participant's plan. A well-run provider like Mercy Property Care will document exactly what is covered at every visit and provide that record to the participant or their nominee.
What NDIS Cleaning Does Not Cover
This is where confusion is most common. NDIS cleaning under the Daily Activities support category does not include:
- Garden maintenance, lawn mowing or outdoor spaces (these fall under a separate line item)
- Personal care tasks such as bathing, grooming or medication management
- Home modifications or repairs
- Cleaning tasks that require working at height or using specialist equipment
- Moving or lifting heavy furniture
If a participant needs garden maintenance alongside their home cleaning, those services are funded separately and require a different provider agreement. Our lawn mowing and outdoor maintenance service operates separately from our NDIS cleaning program for exactly this reason.
Registered vs Unregistered NDIS Cleaning Providers in Sydney
This is worth understanding before you sign a service agreement. A registered NDIS provider has been assessed by the NDIS Quality and Safeguards Commission and must meet the Practice Standards. If a participant is agency-managed, they can only use registered providers.
If a participant is self-managed or plan-managed, they can choose an unregistered provider, but they take on more responsibility for verifying the provider's quality and documenting the service themselves.
For most participants in supported independent living (SIL) arrangements or those with higher support needs, a registered provider is the safer option. Look for providers who can show their NDIS registration number and who give you a written service agreement before the first visit.
Mercy Property Care is a registered NDIS cleaning provider serving participants across Western Sydney, including Parramatta, Blacktown, Penrith, and surrounding suburbs. If you are a support coordinator looking to refer a participant, contact our team here.
